This approach looks good in low render settings and even with Easy09:
set your water to use glass template>water> set color of water to pure white and set alpha transparency/opacity of water to be 0 -zero-
use the pool light that comes in Twilight Light Component pack in the Outdoor Lights folder
You can delete the glass from the front of that component for faster render, the glass serves no real purpose unless rendering up close to the light.

use IES spot light in the light instead of the default omni light. load a good ies file that has the throw of light similar to your reference photo.

To get the light fog look, if you wish not to use post-pro, you can see Subject: Volumetric Lighting - Special Material (Light Beams)

USE NO BUMP! or very very subtle bump.

Try attached test scene! - provided in SU8 format for all to give it a shot. See also the IES file zipped and attached.

correct, when a library material isn't serving the purpose, it's time to adventure out into making your own. :)
Use the material settings in this file. Here's a better tile on the floor of this pool.
The power of the lights and the exposure of the image in the Exposure Tonemapping settings is very important! Study them closely in this scene.
Also, note the color of the lights. See the color of the lights compared to the example photo provided, notice how orange/warm the color of lights is in the reference photo.
Notice the blue light color that is thrown up onto the edge of the pool in the reference image, and notice how this phenomena also happens in the rendering on the side wall.

you can edit those procedural materials to work using Kerkythea mat editor. first, make sure they are 100% clear - alpha of zero, next, reduce bump to be very low bump. night shots, as you will notice in most advertisement photos for rental properties with pools, the pool water is calm or still.

Set your background lights to this color
rgb(255, 163, 70)
To match much more closely to the reference photo.
When you load this bright orange into the light's color slot, it will look strange, but as you can see, it renders surprisingly close to the reference image.
