Issues with Neon

Hello all;

Pretty new to Sketchup, brand new to Twilight. I'm trying to create a neon effect on a sign for a business and having the hardest time. I managed to download the materials from way back when and they're still not really doing it. I managed to get some of it lit up on one render, and then gone the next time. Never the whole sign.

I used FollowMe on a circle to create the letters, plus some 3D text. There's 2 concentric rings and text inside, and sometimes one of the rings lights up, but it's been sporadic.

Anyone have any ideas of what I could possibly be missing here?

see scene attached, the "bloom" in post-processing give the glowing letters look.
