If you rendered this animation here with Twilight Render you made a big mistake - you must check "reuse light cache" in the animation settings it will render A LOT higher quality - no sparkly lights - and a LOT faster - please try again!

Yes, the city masterplan was rendered with Twilight. Unfortunately while animating this i had not read about the reuse light check mark, It is my mistake, i know :)

It's not too late if you have the file, just open and render again. It will render much more quickly with saving the light cache. ;)
