Haven't "thrown in the towel" on this one yet. Still struggling with getting a night scene that I like.
That said I did come up with an early morning image I'm pretty happy with. Render it with a sunrise HDRI sky, Easy9. Post pro in Gimp. I did put the sky image in post pro the HDRI sky didn't look so great.

Lighting is looking cool.
Perhaps the camera angle and the width:height aspect ratio of the rendering could solve some issues with the image being sort of "flat" or "not engaging".
Cutting off the top of the building while having wide-open empty foreground seems like an odd choice.

Thanks for the input Fletch. Think the "flatness" of the image has more to do with the tone of the image overall from the sunrise hdri I tried out on this one. As for the "view" what can I say I'm just odd, ask anyone that knows me .
Actually tried to maintain a normal "eye height" in the scene, I'm crossing the street to get some early morning "joe" don't you know . Run into the usual issues of maintaining the eye height and two point perspective without being way far away. The top of the building ends up getting chopped off ! I'm not looking up there anyway just thinking about breakfast. . Figure I'll keep plugging away at this until I burn up the iMac or come up with something pretty spectacular.

Hey Fletch .... this one more to your liking ? You can see the top of the darn building now . Seriously though it is a little easier to get "drama" when you have stronger light and shadows to play with. At least for me anyway ! Physical Sun_Sky , Rendered Easy 9, 100 passes . Put the sky in post pro, tweaked on colors and such. Gave the image a very light focus blur. Post pro in Gimp. Now I just need to get the night shot figured out .
