Is this scene rendered in Twilight? If so, how do I insert one of these spherical skyline images so that my view to the outdoors isn't black?

in the Twilight Render Light Settings Dialog Box go to the Sun and Sky Tab, and change sky type to "Spherical Sky" and load your spherical sky image, either .jpg or .hdr format.
if you load an hdr format that is of a different projection type, change the sky type to be correct projection type.
Also, please see link in my signature for the User Manual - it's very helpful, well written, and answers this basic question among hundreds of others.

Easy09 Interior progressive setting is best for this complex material.
